Instructions

  4. In a saucepan, heat low-fat milk and water until simmering. Remove from heat.
  5. Gradually mix dry ingredients into the liquid until smooth.
  6. Whip egg whites with cream of tartar until soft peaks form; gradually add granulated sugar until stiff peaks form.
  7. Gently fold egg whites into chocolate mixture in three additions until no streaks remain.
  8. Pour batter into prepared soufflé dishes and bake for about 20 minutes until puffed and set.
