  3. Stir in flour to create a roux, mixing well.
  4. Gradually whisk in vegetable broth and rice milk until smooth.
  5. Bring to a boil, then reduce heat and stir in broccoli and carrots.
  6. Cook for about 10 minutes until vegetables are tender.
  7. Mix in vegan cheddar cheese until melted and smooth.
  8. Blend a portion of the soup for extra creaminess, then return to pot.
  9. Season with salt and pepper; serve hot.
